There's different ways to look at Global Positioning System (GPS) cell phones. One way is as a tracking device and another is as a navigation device. Some cell phones have both tracking and navigation.
I assume here you are referring to GPS navigation where you look on screen to determine location with a map. Most new cell phones have GPS chips installed in them that use ground based cell towers and satellite in triangulation to pinpoint where you are. As you travel, the cell towers capture your cell phone signal.
All the major cell phone carriers provide GPS phones including AT&T, Sprint/Nextel, and Verizon Wireless. Usually GPS is an added monthly service roughly costing $10/month.
